Travelling back from London Victoria after 10:00pm means travelling on the always crowded 10:52pm, an extra service at 10:30pm would just alleviate this problem.

Here is the letter that Andrew Campbell wrote.
Overcrowding on trains to Swanley after 10:00pm
Due to a feature of the train time table. The first train to Swanley after 10:00pm is 10:52, this train is always over crowded, with people returning from an evening in London. Ideally, there would be a train around 10:30, failing that a few extra carriages would help to alleviate the over crowding which occurs.

Dear Mr Campbell
Thank you for your website comment which we received on 6
September.
I understand that you have experienced crowded conditions on the
22:52 service from London Victoria to Swanley. Please accept my
apologies for any inconvenience that you have been caused.
Firstly, you have mentioned that the introduction of another
service on this line after 10pm may help alleviate the
congestion on the 22:52 service. Having investigated this matter
further, I can inform you that there is a service at 22:13 from
London Victoria to Swanley. Never the less, I do realise that
the 22:52 service from London Victoria to Swanley is crowded.
Also, you have suggested that extra carriages added to this
service may also help with this issue. I can inform you that
every piece of train stock we have is deployed on our network
and I can assure you that we are deploying what carriages we
have as equally as possible.
However, I can inform you that when planning the timetable, we
use information from Customer Service Reports and work with
Transport for London and user groups, to decide which services
will best suit passengers’ needs. Considering this, I have
passed your comments regarding the timetable alteration to the
Train Planning department. They will review your comments and
keep them in mind when changes are made to the timetables in
December, with further essential changes made in May or June. I
therefore, hope you will notice an improvement on this service
soon.
Once again, please accept my apologies for the crowded
conditions you have experienced and thank you for taking the
time to contact us.
