“Please help me persuade Rhondda Cynon Taf Council to get buses to stop at a bus stop.” – Michael S

Description

Michael S

There is a purpose-built layby opposite All Hallows Church on the B4264 which could serve as a bus-stop for residents of Miskin estate, especially as it is at the bottom of a pedestrian footpath linking the estate to the main road. There is otherwise a considerable distance between stops. The bus company has agreed in principle, but despite two years of efforts I still haven't managed to get the council to put up a bus stop sign. It seems mired in perpetual bureaucracy

Here is the letter that Michael S wrote.

Why can't a bus stop at an existing bus stop?

Email to Stephen Wren, Operations Manager Stagecoach South Wales:

Is there any chance of adding an additional stop in Miskin. As
you can see in the centre of this map
    http://maps.google.com/maps?client=opera&q=cf72+8jt&oe=utf-8&ie=UTF8&hq=&hnear=Pontyclun,+Mid+Glamorgan+CF72+8JT,+United+Kingdom&ei=62-XTPO6J8nQ4waakrSkBA&ved=0CBMQ8gEwAA&ll=51.522765,-3.370952&spn=0.001212,0.00268&t=h&z=19

when the new Miskin estate was built a large bus layby was created at
the foot of the path which links to Windsor Drive and a large proportion
of the southern end of the estate. However, it has never been
implemented. There are several of us regularly using the bus who have to
walk a fair distance to get to the current stops (either Miskin Arms or
north of the roundabout) and it would save masses of time if the stop
could be used. There's no need for a shelter there, just a sign would be
fine. I've already asked the council about it, and was advised that it's
    initially a decision for you.

    Reply to above:

    Hi Michael

I'm sorry for the delay in responding. I had not forgotten your request but together with most of the management team have been heavily involved in the planning and delivery of the Park & Ride services for the Ryder Cup.

Certainly it would appear to be sensible to introduce the additional stop you have requested for buses heading towards Cardiff. It does however appear that there would be difficulty in introducing a stop opposite for buses from Cardiff on road safety grounds. We will arrange for the matter to be taken up with Rhondda Cynon Taf CBC as it is them who will need to provide a bus stop sign and arrange to plot the stop electronically to feed into Traveline information etc. Providing RCT are in agreement hopefully this stop can be added fairly quickly.

Email to Adrian Morgan in reply to above 14/2/11

    Thanks Adrian
One thought - can't we get the stop going, then install raised kerbs if necessary? And do we really need raised kerbs? The kerb is already fairly high on both sides - in fact I can think if very few kerbs on the entire route as high as they already are. This just seems to be a very laborious process!

Email from Councillor Margaret Griffiths to Adrian Morgan 10/11/12

    Dear Adrian,
I wonder whether it is possible to ask for the bus to stop in the lay by on the Miskin Road close to the site that was proposed for a pub and which can be reached from the new Miskin estate by a zig zag path. This is not a deviation from the current route.

Can you let me know what action is required to do this?

    Thank you

    Margaret

    Response to above sent 14/11/12

    Good afternoon Councillor Griffiths

Many thanks for your e-mail below.

The provision of a designated bus stop at the location highlighted below will be investigated further by the ITU, in conjunction with the police and Stagecoach.

If there are no road safety issues arising, such as with buses stopping to pick-up and set down passengers, and if there is no impact on the existing on-street parking arrangements, the proposal can be included in the Council's Infrastructure Improvement Programme and considered during the next review of this Programme.

I hope the above information will be of assistance and I shall contact again with an update in due course.

    Regards.

    Follow-up from Adrian Morgan 2/1/13

    To: Griffiths, Margaret (Councillor)
Cc: Griffiths, Paul (Councillor); Morgan, Andrew (Councillor); Nelson, Charlie; Waters, Roger; Brinn, Nigel
Subject: RE: Bus routes in Pontyclun

    Good afternoon Councillor Griffiths

I am writing in response to your e-mail below.

I am hopeful that a site meeting, to consider the provision of a designated bus stop along Miskin Road, can be held early in the new year. Due to the limited availability of the traffic officer from South Wales Police, the ITU normally arranges for the officer to accompany a member of staff to several locations at a time. I will contact you again as soon as a date and time for this meeting has been confirmed.

Assuming that there will be no road safety issues arising from this proposal, it can be progressed through the Council's Infrastructure Improvement Programme - as I have indicated in my earlier reply. It should however be noted that due to the number of locations that are already included in this Programme, and the level of funding available to the Council, these locations have had to be prioritised. Consequently, at the present time, the available funding is fully committed and I am unable to give you any indication as to when the work can be carried out.

    Many thanks for your e-mail.

follow-up to above received same day from Councillor Griffiths

    Dear Michael,

I received the email below today. We are making some progress. Let’s hope a meeting is arranged during January.

    Happy New Year

    Hello Michael

I am one of the FixMyTransport volunteers

Thank you for providing the correspondence that you have provided. Frustratingly, a new bus stop cannot be installed without the police signing it off. This is usually one persons job per police force and it is not going to be very high in their remit

One thing that could be done is that the regulations could be changed to allow the council to do this as long as the police are informed and the council operative has received the appropriate training.

I will do some research into this matter and the regulations, and I will ask my local police force what their opinions are of changing this.

    Kind regards

Thanks Peter. The bureaucracy involved, especially when the layby already exists, does seem pretty incredible!

I'll keep you posted on any progress.

    FAO: Mr Michael S

    Good morning

I am writing in response to your recent e-mail regarding the
    above matter.

I am sorry to note the inconvenience being caused to you at the
present time but I can advise that the Council is progressing
    your request.

In the first instance, a site meeting will be arranged very
shortly, with the Police and the bus company, in order to
confirm that there are no road safety issues arising at this
    location.

I would like to thank you for contacting the Council and trust
that my reply above will be of assistance.

I live in the estate and frequently walk pass the lay-by to catch the bus further on. I would welcome a stop at the lay-by.

Well, now well into the third year on this one and still nobody seems able actually to make anything happen. Pretty astonishing really.

    Hello Michael

I was having a thought over the weekend and it struck me how you could potentially move this forward.

If the police visit is holding it up, the new Police and Crime Commissioners are probably the best people to contact to get it moving forward.

Your commissioner appears to be the one for South Wales, who is Alun Michael.

    I hope this assists.

Still no progress. Although there was a suggestion to contact the Police Commissioner. I would hope that he would have more serious things to spend his time on, but there doesn't seem to be much hope of any other action ensuing.

Exciting news just in (2 May 2013) - from Adrian Morgan at RCT:

We are hoping to progress this matter very soon. A site meeting has
already been held to identify a location for the designated bus stop
near to the lay-by in the Pontyclun direction. It will be on the
approach to the roundabout along Ffordd Cefn-yr-Hendy.

I will arrange for an electronic copy of the information leaflet to be
    sent to you.
